GILGIT-BALTISTAN COUNCIL (ELECTION) (AMENDMENT) ORDINANCE, 2016
An Ordinance to amend Gilgit-Baltistan Council (Election) Ordinance, 2016

GILGIT ORDINANCE NO. II OF 2016
WHEREAS it is expedient to amend the Gilgit-Baltistan Council (Election) Ordinance, 2016, for the purposes hereinafter appearing;
AND WHEREAS the Gilgit-Baltistan Council is not in Session and the Chairman Gilgit-Baltistan Council is satisfied that the circumstances exist which render it necessary to take immediate action;
NOW, THEREFORE, in exercise of the power conferred by clause (4) of Article 59 of the Gilgit-Baltistan (Empowerment and Self-Governance) Order, 2009, the Governor is pleased to make and promulgate the following Ordinance, namely:–
1. Short title and commencement.–(1) This Ordinance may be called the Gilgit-Baltistan Council (Election) (Amendment) Ordinance, 2016.
(2) It shall come into force at once.
2. Amendment of Section 23, Ordinance I of 2016.–In the Gilgit-Baltistan Council (Election) Ordinance 2016 (I of 2016), hereinafter referred to as the said Ordinance, in Section 23,–
(a) in sub-section (3), after the word “one” the word and hyphen “non” shall be inserted;
(b) in sub-section (4), for the words “in the prescribed manner” the words “by show of hands” shall be substituted; and
(c) sub-sections (5) and (6) shall be omitted.
3. Amendment of Section 33, Ordinance I of 2016.–In the said Ordinance, in Section 33, in sub-section (5), for clause (b) the following shall be substituted, namely:–
“(b) if he does not dismiss the appeal, make such consequential order as may be necessary.”.
4. Amendment of Section 62, Ordinance I of 2016.–In the said Ordinance in Section 62 the commas and words “, or applies for a ballot paper for voting,” shall be omitted.
5. Amendment of Section 65, Ordinance I of 2016.–In the said Ordinance in Section 65, in sub-section (1),–
(a) for clauses (c) and (d), the following shall be substituted namely:–
“(c) votes at an election knowing that he is not qualified for, or is disqualified from, voting;
(d) votes more than once at the polling station; or”;
(b) clause (e) shall be omitted.
6. Omission of Sections 69 and 70, Ordinance I of 2016.–In the said Ordinance, Sections 69 and 70 shall be omitted.
7. Amendment of Section 71, Ordinance I of 2016.–In the said Ordinance, in Section 71, in clause (b) for the semi colon at the end, a full stop shall be substituted and clause (c) shall be omitted.
8. Amendment of Section 91, Ordinance I of 2016.–In the said Ordinance, in Section 91, in clause (d) for the words “proportional representation by means of single transferable vote” the words “single non transferable majority” shall be substituted.
