Democracy is the essential element of a country. Democracy works as a mainspring for a country. Pakistani democracy and true democracy are really different if we look in a broader sense. What is true democracy? The form of Government in which the rulers are appointed by the general public. The real essence of democracy is the supremacy of the popular will. Democracy requires engagement and influence within our system of governance. The responsibility of citizens in a democratic government is mainly to vote, pay taxes, and obey the law. Here the question arises, what is Pakistani democracy? Pakistan is one of the youngest democracies in the world. Pakistani democracy is a form of government where the overlords are elected by the people, but the real essence of it is the lordship of a particular will. After the martial law in 1958, Ayyub khan introduced the concept of basic Democracy through the Basic Democratic Order, 1959. To move toward meticulous disparities between Pakistani democracy and true democracy, it is essential to have a quick glimpse of Pakistani democracy. Why does Democracy seem to be a failure in Pakistan? According to the Economist Intelligence Unit (EIU), Pakistan’s democracy ranked 104 out of 167 in the world. The main reason behind the failure of democracy in Pakistan is the domination of military forces in the country. In 1953, the first implication of military forces into a civilian directorate took place at Lahore, to control the barbarity between the Ahmadis and Sunnis. In 1958, General Ayyub Khan took over the charge. In 1969, General Yahya Khan ruled. Then, from 1977 to 1989, General Zia ul Haq took over the charge and ruled the country. And from 1999 to 2008, General Parvez Musharraf imposed martial law and ruled the country. Political instability in a country is the main cause of the failure of democracy in Pakistan. In as much as governments are frequently elected on and off, due to which people usually do not trust the process, and in most cases, they opt for theocracy. True Democracy has been a very observant participant in the stability of a country. In a true democracy, people have a chance to become personally involved with their government directly. Because government in a democracy is under the control of the people and their voice. A true democracy always stimulates equality in a positive way for a society. In Pakistan, the concept of equality is stimulated and encouraged in the form of Article 25 of the Constitution of Pakistan 1973, which states that there should be no discrimination on any basis. The pure form of true democracy only exists in the Swiss political system. It authorises the body politics to express their thoughts on the basis of decisions taken by the Swiss Parliament and can propose amendments to the federal constitution. Even today, 75 years since Pakistan came into existence, it has failed in terms of democracy time and time again. However, there is still hope for this nation. The following are a few suggestions on how to refine democracy in Pakistan. The role of government institutions such as the legislature, executive and judiciary is important for true democracy. True democracy exists when rulers work for their citizens; thus, the role of the politician is critical to true democracy. To bring about a true democracy in Pakistan, there is a need to introduce merit in every institution and to eliminate corruption, especially among politicians. Positive interaction between the civil and military leadership is also necessary for a true democracy. All the top leadership and responsible people should be on a same page. Education is the only key to bringing change in a society; it creates awareness among citizens for their rights. In Pakistan, economic development and progress are prerequisite for real change. The betterment of the socio-economic and political setup will enhance public trust in democracy. Democracy is very essential for Pakistan, which can lead us to development and progress. Every institution should work under its own jurisdiction without getting involved in any other until it’s a matter of state security or public interest.
