What is the general principal of Limitation Act 1908 according to section 3 of the act?

Section 3 provides the general rule of limitation act 1908 that suit must be brought within the prescribed period of time in this act or any other special law. Even if the defendant does not take plea of limitation; it shall not preclude the Court from raising the point of its own accord.
