A. As per Section 4 of the Contract Act 1872, the communication of an offer by post is considered effective not when the letter is posted, but when it is delivered to the addressee. An offer is deemed to have been made at the place where the letter is received by the addressee, not where it was sent. The offer is effective once it has been received at the addressee's residence in the ordinary course of mail delivery. Any delay in the addressee actually receiving the letter due to their failure to make proper arrangements for receiving mail does not affect the effectiveness of the communication.
