What constitutes a valid communication of an offer?

A. As per Section 3 of the Contract Act 1872, a valid communication of an offer requires a clear and deliberate intention to make an offer, which must be effectively communicated to the other party. A mere mental resolve to make an offer is insufficient because an offer cannot exist without being communicated to the intended recipient. Additionally, casual suggestions or informal discussions do not constitute offers, as they lack the deliberate intention necessary to bring about an agreement.
